The latest NAHB/Wells Fargo Housing Market Index shows builder confidence edged up just one point to 38 in November, marking the 19th straight month below the crucial 50 breakeven point.
More concerning for the industry, a record-breaking 41% of builders reported cutting prices in November - the highest level since the early pandemic period and the first time this measure has exceeded 40%. The average price reduction held steady at 6%, while 65% of builders are using sales incentives.
๐จ๐ฆ Canadian Market Faces Deeper Challenges with Policy Delays
Canadian home builders are confronting even more severe conditions, with CHBA's single-family HMI dropping to just 23.3 out of 100 and multi-family sentiment at 16.8.
Housing starts for ownership are down nearly 10,000 compared to last year, driven by low consumer confidence, rising construction costs, and punitive taxation at all levels.
Adding to the challenges, the promised GST relief for first-time buyers remains unpassed, actually slowing sales as buyers wait for legislation while qualifying for rebates they can't yet access.
๐ Manufactured Housing Shows Strong Recovery and Mainstream Appeal
While traditional home building faces headwinds, the manufactured housing sector is delivering positive momentum that signals broader industry resilience. U.S.-based manufacturers produced 103,314 units in 2024, marking a notable recovery from the previous year's decline.
Even more encouraging, manufactured homes now account for 9.3% of annual new home starts, proving they've evolved from niche to mainstream housing solution.
Recent data shows occupancy rates hit 94.9% (the highest in over 20 years) while rents continue growing by 7% annually. This success story demonstrates how segments of the housing industry are adapting and thriving by focusing on affordability and efficiency.

Despite economic pressures, sustainable building practices continue gaining momentum. A 2025 Allied Market Research report projects the global advanced building materials market will reach $111.7 billion by 2031, growing at over 6.8% annually, with residential projects as a top driver.

US Market: Lower mortgage rates are driving market momentum despite political uncertainty, with NAR Chief Economist Lawrence Yun explaining that "home sales increased in October even with the government shutdown due to homebuyers taking advantage of lower mortgage rates."
The latest NAR data shows existing-home sales rose 1.2% in October 2025, with the Midwest and South leading gains while the West saw declines. Yun expects the Federal Reserve's continued rate cuts to bring even more buyers into the market as rents decelerate and inflation pressures ease.
Canadian Market: Momentum is building north of the border, where October marked the sixth monthly gain in seven months, according to CREA. Home sales climbed 0.9% month-over-month, though they remain 4.3% below last year's levels.
CREA Senior Economist Shaun Cathcart sees this as part of a broader trend that began in April, noting that "with interest rates now almost in stimulative territory, housing markets are expected to continue to become more active heading into 2026" despite lingering economic uncertainty.
